Implemented the Strategic Plan for BAE in 2000 for education research and service. Later the plan also included extension service as the engineering faculty in Cooperative Extension Service in Little Rock were incorporated in the BAE department.
Initiated and completed a revised science-based undergraduate curriculum in Biological Engineering with four areas of focus, 11 core courses and five design/technical electives in Fall 2000. This curriculum became officially effective in Fall 2001.
Implemented an “Annual Review Program” since January 2001 to review departmental activities in research and teaching areas with Extension Engineering participation; and followed by a meeting with the BAE Advisory Board since July 2001.
Completed lab renovations at the Central Experiment Station for BAE research and teaching and new faculty.
Initiated a departmental newsletter "BAE Lifeline" since January 2001.
Coordinated and developed a new “Biological Engineering” undergraduate brochure.
Initiated a weekly “Brown Bag” program for BAEG faculty and staff.

Recruited five new faculty members in the four newly developed areas of focus in Biological Engineering.
Revised and successfully received approvals for the graduate programs in BAE to M.S. and Ph.D. in Biological Engineering in 2002.
Developed and completed university approval of a Master of Science program in Biomedical Engineering. This was approved by the Arkansas Department of Higher Education in summer 2004. This program required external review through the Arkansas Department of Higher Education. The reviewer from Johns Hopkins University was highly complimentary of the quality of the proposal and areas of concentration developed. This effort required collaboration and support from the Medical School (UAMS) in Little Rock and was not only supported but has led to Biomedical Engineering forums between the campuses.
Developed and completed an affiliation agreement with Washington Regional Medical Center for Biomedical Engineering.
Initiated a student-recruiting plan involving Biological Engineering students, faculty, and staff; and partnering with Industrial Engineering recruiters (which led to a college-wide recruiting effort).
Initiated the “Arkansas Academy of Biological and Agricultural Engineering” in 2001.
Developed a new “Biological and Agricultural Engineering” graduate studies brochure.
Initiated and coordinated an annual summer faculty retreat to review departmental academic programs, followed by a meeting with the BAE Advisory Board since July 2001.
Successfully sought and received the full six-year ABET accreditation for the new Biological Engineering program (2002-2003).

Initiated and successfully completed the creation of a new M.S. degree program in Biomedical Engineering in collaboration with UA for Medical Sciences and UA at Little Rock. The program was reviewed externally through the Arkansas Department of Higher Education and became effective Fall 2004.
Recruited a second Biomedical Engineer faculty member to start at UA in December 2004.
As President of the Institute of Biological Engineering (IBE): organized and hosted the 2004 Annual Meeting at Fayetteville, AR with sessions on Bionanotechnology, Biosensing Engineering, DNA Computing and Bioinformatics, Bioprocessing, and Ecological Engineering; interacted in-person with peer engineering professional societies of American Society of Mechanical Engineers, American Institute of Chemical Engineers, IEEE-Engineering in Medicine and Biology, and Biomaterials Society; and am actively engaged in the promotion of biology-based engineering discipline and skill-competencies to other organizations and professional societies. Administrative Accomplishments at Louisiana State University
Initiated and completed undergraduate curriculum revision with 10 core courses and five technical electives. Faculty professional development for Biological Engineering through lecture series in Biology and Microbiology has been conducted. Undergraduate enrollment increased from 35 in 1992 to 143 in 2000.
Implemented an annual review process since January 1993 to review departmental activities in research and teaching areas. Extension participation and reports are also included to exchange ideas for improved program planning and implementation.
A comprehensive departmental annual report preparation was initiated. This is printed and distributed in USA and Canada since 1993.
Initiated a Fall and Spring departmental newsletter "BAE News" since Fall 1992.
Initiated graduating student exit interviews and faculty consultations to assess and improve teaching quality.
Conducted faculty and research associate reviews to assess research programs. Consultations to improve and/or redirect research projects continue on a regular basis.
Prepared for and successfully completed a comprehensive review by USDA-CSRS in 1993. A detailed report was prepared, printed, and distributed.
Coordinated the development of the Strategic Plan for the Biological and Agricultural Engineering Department in 1993. This was printed and distributed in 1994.

Initiated Scholarship fund-raising and policy guidelines with the Departmental Scholarship Committee. Scholarship funds were increased from about $17,000 in 1993 to about $100,000 in 1999. Initiated a formal Annual Awards Program for scholarship and other awards.
Established several Departmental committees such as Teaching Quality Improvement, Scholarship, Recruitment, Curriculum, Computer Services, Safety, Brown Bag, Promotion and Tenure, etc.
Invited external consultants on two occasions to present and discuss the revision of Biological Engineering curriculum and courses.
Implemented Faculty Professional Development through weekly lectures on Biology and Microbiology; seminars by external experts on Biological Engineering curriculum.
